Your starting point could be to talk to the employer and find out how they currently recruit new staff and to identify any policies and procedures that they already have in place.

You may find that some business are already some way to achieving the award and do not need to make many changes to their procedures. For example, if they already advertise vacancies and recruit staff through Jobcentre Plus they will have satisfied two of the requirements of the criteria.
